Sheila West Gibbs is the VP of Affordable Housing and DBA System Administrator for Palmetto Community Action Partnership.
A native of Charleston, South Carolina, grew up in the Union Heights Community. Sheila attended Charleston County Public Schools and enrolled at Springfield College of Springfield, Massachusetts. Shelia holds a B. A. of Science in Human Services and an M. B. A. in Non-Profit Business Management. Sheila has three National Certifications: Community Action Manager, Community Action Professional (CCAP), and Result Oriented Management and Accountability Trainer (ROMA).
Sheila has worked in the Human Services Industry for 40 years. Palmetto Community Action Partnership has employed Sheila for the past 24 years to serve in various capacities. Her current role as the VP of Affordable Housing & DBA System Administrator allows her to develop new and strengthened existing strategic partnerships vital to achieving Palmetto CAP’s affordable housing goals, working in collaboration with other government entities.
She assists economically underserved residents with emergency services and instructs trans individuals on implementing money management skills and strategies.
Sheila enjoys providing service to all humanity. There is no opportunity that she dismisses to help those in need. She is a wife, mother, and grandmother. Sheila is a member of Zeta Phi Beta Sorority, Incorporated Lambda Nu Zeta Chapter, Summerville/Ridgeville, South Carolina; President of the South Carolina Association of Community Action Partnerships; former Cooper River Constituent School Board Member (Chair/Vic. Chair), served an Arbitrator for the Department of Juvenile Justice and serves on several other organizations and committees.
She spends quality time with her family when she isn’t supporting her community.
